A report released by Philstar.com on May 20, 2026, stated that the National Commission of Senior Citizens is encouraging government agencies, banks, financial institutions, and private businesses to fully recognize the digital National Senior Citizens ID (NSCID) as a legitimate form of identification for elderly Filipinos.
The commission emphasized that senior citizens using the digital ID must continue to receive all privileges guaranteed under the law, including the 20% discount, exemption from value-added tax (VAT), and other benefits intended for older citizens.
According to the NCSC, establishments and offices should improve awareness regarding the acceptance of the digital NSCID to avoid inconvenience among senior citizens. The agency also pointed out that failure to honor the digital ID could lead to unfair treatment and discrimination against elderly individuals who are only trying to access their legal benefits.
Ma. Merceditas Gutierrez explained that the digital NSCID is an official government-issued identification available through the eGovPH App. She noted that the digital system was developed to make transactions easier and more convenient for senior citizens, particularly those who may find carrying physical IDs difficult.
Under NCSC Public Advisory No. 1, series of 2026, the digital ID can be used when claiming discounts and VAT exemptions on medicines, transportation, food, and other eligible goods and services. It may also serve as proof of identity when availing government assistance programs, priority services, and other benefits in both public and private establishments.
The commission further clarified that the digital NSCID may be accepted in banking transactions, financial claims, and other transactions where a senior citizen ID is commonly required. Officials believe that broader recognition of the digital ID will help improve access to services while protecting the rights and welfare of older Filipinos.
The initiative also reflects the government’s ongoing efforts to modernize public services through digital technology. By integrating the senior citizen ID into the eGovPH platform, authorities hope to create a more efficient and accessible system that allows elderly Filipinos to receive their privileges with greater ease and convenience.
